    Stephen Carson is External Relations Director for MIT OpenCourseWare (http://ocw.mit.edu). His responsibilities include sustainability initiatives; strategic partnerships with other organizations; MIT OCW's support of opencourseware projects at other institutions; special projects in priority areas; and project evaluation.

    Stephen has previously served in numerous other positions on the senior management and publication teams for MIT OCW. In the early stages of the program, Stephen developed a mission-critical workflow tracking database still in use; implemented a department liaison program that remains OCW's key interface with academic departments; and managed the publication of 100 of the first 500 courses to be published on the site.

    Prior to joining the MIT OCW team, Stephen served as Associate Director of Emerson College's Division of Continuing Education in Boston, where - in addition to managing core academic activities of the division - he developed and taught Emerson's first asynchronous, Web-based distance learning course. Stephen earned his MFA in Creative Writing from Emerson College, and taught creative and expository writing there for five years.

    Knowledge Hub (KHUB) is a Public Multilingual Hub to index Open Educational Resources (OER). KHUB objective is to assist professors and students in finding the educational resource that best suits their needs. To achieve this objective, KHUB uses metadata defined by experts, as well as specialized searching and social networking tools for sharing comments and rankings on the OER's.

    Anka Mulder (M.A) has been the Director Education and Student Affairs (E&SA) Delft University of Technology (8 faculties - 15,000 students) since 2005. Previously she worked as Head of Education for the Faculty of Applied Sciences, the Dutch Institute for Public Affairs and for different international organisations, including the European Union.

    ES&A (appr.175 staff members) is responsible for the university’s educational strategy and policies, student facilities, for internationalisation and for implementing projects in the field of educational innovation. In the last few years, ES&A has been very active in the field of educational innovation, with a focus on ICT in education and internationalisation. On behalf of the Central Board of TU Delft, it has initiated the university’s Open Course Ware project, which is now in a pilot phase. Anka Mulder is responsible for the implementation of the project, the institutionalisation of the activities, internal and external communication of the project and for the defining the university’s further strategy.

    Edmundo Tovar, Computer Engineering educator, has a Ph. D. (1994) and a Bachelor’s degree (1986) in Computer Engineering from the Universidad Politécnica de Madrid (UPM). He is Certified Software Development Professional (CSDP) from the IEEE Computer Society. He has been an advisor in Quality Assurance for several institutions and an expert evaluator in Accreditation processes with the Spanish Agency for Quality Assessment and Accreditation, ANECA. He has been involved as a researcher in software quality management tasks in international projects since 1988 and later in learning technologies.

    He has managed several innovative projects in education in the context of the European Higher Education Area. He is currently is Associate Dean for Quality and Strategic Planning in the Computer Engineering School (UPM). From this position he is in charge of the training for academic staff, the introduction of innovative solutions including new pedagogies; new approaches that improve student learning of technical skills and cultural skills, improved methods of blended learning and others.

    He is leader of a Innovation Group in Education in the Universidad Politécnica de Madrid and Executive Director of the Open Course Ware Office of the UPM. He is member of the Administrative Committee of the IEEE Education Society (the most important international association in electrical and computer engineering education)

    Dr. Maracke is the Director of Creative Commons International, and is responsible for both license implementation in different jurisdictions around the world, as well as coordination among jurisdictional projects about open licensing, open education, and other related endeavors. She studied law in Germany and graduated from the University of Kiel and the Hamburg Court of Appeal with the first and second state examination. During the legal preparatory service she worked for several German Courts, the German Patent Office and the German Canadian Chamber of Industry and Commerce in Toronto. She has also been a Max-Planck-Institute Scholar, worked for the law firm Shearman & Sterling LLP, researched at the Institute of Intellectual Property in Tokyo and taught about copyright law in Tokyo and Puerto Rico.

    Yoshimi Fukuhara is a professor of Keio University. After receiving his bachelor's (1976) and master's (1978) degrees from Keio University's Faculty of Engineering, Prof. Fukuhara joined NTT(NIPPON TELEGRAPH AND TELEPHONE CORPORATION). He worked in NTT Groups for 26 years served as the leader of the educational application project in the laboratory, then served as Vice President of NTT-X and joined DMC in 2004 as a professor of the Research Institute for Digital Media and Content(hereafter DMC). He is now carrying out the OCW project as a leader of Keio OCW project and Secretary General of Japan OCW Consortium respectively. He is the Vice President of the Japanese Society for Information and Systems in Education and Director of e-Learning Consortium Japan.

    Professor of Environmental Systems and Director of OpenLearn.

    I have a BSc in Plant Sciences and a PhD from the University of London. I have been in the Systems Department of the Technology Faculty at The Open University since 1983 and held various offices in the Faculty including being Head of the Systems Department, as well as Sub Dean (Courses) and from 2000-06 Dean of the Technology Faculty. I was promoted to Professor of Environmental Systems in 2005 and in 2006 was appointed as Director of The Open University’s OpenLearn Initiative. I have authored or co-authored many teaching texts and research papers dealing with systems and environmental management and also the use of diagramming to aid systems thinking and study (for example see these Units on OpenLearn http://openlearn.open.ac.uk/course/view.php?id=1290 and http://openlearn.open.ac.uk/course/view.php?id=2993). I have personally used systems diagrams to assist development and change within the complex organisations and projects I have led and am now extending my interests and publishing activities to Open Educational Resources.

    Philipp Schmidt is Manager of the Free Courseware Project at the University of the Western Cape in South Africa and has worked on open education projects across Africa. At UWC, he works hands-on with students and lecturers to develop and implement open education projects, strategies, and policies. His team studies the effects of “open” practices on quality of teaching and learning; supports students to publish lecture notes and audio recordings; and promotes the ideas of “opening up” to the University Management. His responsibilities include outreach and networking with other Africa institutions, through AVOIR, an open source software development network of 14 African universities. Philipp is one of the authors of the Cape Town Open Education Declaration and is currently working on an OER Handbook with UNESCO, WikiEducator, and COSL/Utah State University. From Cape Town, Philipp also leads implementation of the OCW project at the United Nations University MERIT institute in The Netherlands. Before joining UWC, Philipp established the Research Programme at bridges.org, an international NGO, that promotes access to information and communication technology in developing countries.

Currently, she is the director of the Center for Information and Communication Technologies at the Universidad Nacional de Ingenieria.

Includes the UCI distance learning center which hosts an OCW site begun in November, 2006 and now lists more than ten courses. Has been in continuing education at UC for over 35 years in all aspects of administration. Holds an MBA and a Ph.D. (Higher Education) from UC Berkeley and is a Certified Public Accountant (California). Has been involved in online education since 1994 and has administered grants in this area totalling over $3 million, including approximately $1 million in grants directly involving open course ware from four different agencies. Is curently the President of a university-affiliated non-profit corporation. Has been deeply involved in the governance committee of the OCWC and would direct this formal education, extensive experience and demonstrated dedication to the successful start-up of the consortium.
